Connecting German localities with learning cities

Lifelong learning enables local communities to contribute to social, economic and ecological sustainability while supporting people top lead fulfilling lives. To establish thriving learning cities, educational planning, monitoring and evaluation are essential.

The UNESCO Institute for Lifelong Learning and the Federal Ministry of Education and Research of Germany (BMBF) are conducting a pilot project to strengthen data-based educational planning and management for lifelong learning in municipalities in Germany and beyond.

Educational planning, monitoring and evaluation

Educational planning, monitoring and evaluation are key topics for the UNESCO Global Network of Learning Cities. Over the past few years, more than 40 UNESCO learning cities have worked together on strengthening educational planning in their communities. They have discussed planning strategies, identified monitoring tools, and developed other ideas to deal with the specific circumstances and challenges of their respective community.

With the support of the UNESCO Institute for Lifelong Learning and the UNESCO International Institute for Educational Planning, members of the network produced a survey report providing insights into how their cities co-design, implement and monitor education strategies and showcasing the main strengths and challenges of the cities’ education strategies.

German cities

Over the past decade, German cities have developed a multitude of good practices, ranging from data- and indicator-based monitoring to strategic planning that includes local stakeholders and reaches out to local communities. Learning regions programmes in Germany have engaged around 80 per cent of cities and counties since 2014.

Hamburg, Germany

Building on the experiences in Germany and in UNESCO learning cities around the world, a workshop series, hosted by the UNESCO Institute for Lifelong Learning and the Federal Ministry of Education and Research of Germany (BMBF), provides a platform for cities to engage in an international exchange on the challenges, instruments and benefits of educational planning and management (EPM) for the provision of lifelong learning for all.

  • Building stronger connections between German urban and rural territories and other cities across the globe.

Open session for UNESCO learning cities and German city networks: Local experiences in educational planning and management

Participants

The workshop series brings together 10 cities from the five UNESCO world regions and different regions of Germany. Participant cities represent different approaches to EPM as well as a wide variety of contextual circumstances ranging from big cities to rural communities and German counties. They will work intensively on the topic of EPM at the local level during the first two online workshops in the series. During the third and final workshop, they will present the results of their work to a wider audience.
